EOI: Public-Private Partnership in Infrastructure Development

About the Role
Mberengwa Rural District Council (Ref MRDC EOI/01/2026) requests Expressions of Interest from registered, qualified and experienced contractors for a Public-Private Partnership (PPP) to install services, construct and rehabilitate council infrastructure, including:
- Roads and stormwater drainage.
- Water reticulation (abstraction, treatment, conveyance, storage and distribution).
- Waste-water (sewer) reticulation, treatment and disposal.
- Servicing of new stands (sewer, water, electricity, roads and drainage).
- Public and street lighting.
- Construction and upgrading of offices, bus/taxi ranks, shopping malls, markets, landfills and fire/rescue stations.

Requirements
- A registered, qualified and experienced contractor with capacity to deliver infrastructure under a PPP.
- Ability to enter a long-term collaborative agreement to deliver a public asset or infrastructure.
